The track center has been reinforced to withstand the torsional load on the tracks as the tank turns I guess. The vehicles equipped the track are heavier and casemate superstructure. The reason for the weight increase is not stated there. It's unlikely that some steel wheels will add this much weight so probably mostly due to the increased weight of "lightweight" tracks I think.
